Ukrainian city was completely left without electricity and water on March 22, according to the head of the regional state administration Viacheslav Chaus.
He claims that because of the shelling, there is no electricity in the city, and the pumping station is also de-energized, so there is no water either. Emergency utilities are working to try and restore communications.
